Top-level commitments are lacking; the omission of mention of climate change with regard to the A12/A120 is wholly wrong.

Along with mention of roads, railways, Harwich sea port and Stansted airport, this top level of the Local Plan should include commitments by the North Essex Authorities (NEA) to:

:: improve public health (air quality; considering 20mph where people live; reducing road casualties, ensuring a reduction in obesity, heart disease and mental disorders, and ensuring greater independent living for the young and old)
:: improve liveability and sense of community (http://worldhappiness.report)
:: reduce climate change emissions, including a commitment to work locally to meet the UK's international target (NB: extra capacity on the A12/120 will work against this and technology -- ie, electric vehicles -- rarely provides the answer) The Plan skirts around this with no mention of the new roads in the climate change section, when surface transport is the second-largest contributor of CC emissions. This omission must be addressed in both the introduction, the chapter on strategic infrastructure and the CC section. The effect of the new roads on climate change should form part of any consideration regarding need -- it cannot be ignored.

My concern is regarding the funding which follows change, especially New Homes bonus and funds for infra-structure, where the cross boundary developments may lead to residents of one council may be using the facilities of another, e.g. Tendring and Colchester if there is development close to Colchester.
