2.24 Healthcare facilities are at the limit. There is a recruitment crisis for doctors which will be exacerbated by Brexit. It is impossible to get an appointment promptly because surgeries are oversubscribed. This pays lip service to the requirement but how will the issue be fixed? Specific steps should be identified. Hospital A&Es cannot be allowed to take up the slack.
2.26 The timing/design of planned infrastructure development is critical. It must be developed ahead of/contemporaneously with the developments. Location of the A120/A12 link should directly influence the decision of the siting of any West Colchester/Braintree development

There needs to be a boundary review to bring the part of Tendring known as 'Colchester Fringe' into Colchester. This area is a vital part of the buffer around Colchester providing open green space helping to maintain lower hazardous particulates and other air pollutants. Tendring developing in this area is going to magnify the pressure on Colchester's services as Colchester won't be receiving the tax receipts to pay for it. "Conservation and enhancement of the natural and historic environment" is expected to be addressed (2.27)

Sustainable forms of transport are referred to at 2.26, but there is no provision of a new railway station at the Knowledge Gateway and West Tey will be too far for most people to walk to Marks Tey station, to a railway that does not have capacity for large increases in passenger numbers. The required balance of social, economic and environmental needs will not be met by an ultimately huge new town at West Tey, that will destroy hundreds of acres of countryside.

The comment 'in particular Braintree & Colchester have regularly exceeded planned house building targets' (para 2.23) should be used by CBC to argue that Colchester should be allowed a period of 'settlement' after the impact of this local plan with significantly reduced house building.

The recognition there is a requirement for 'a pro active response to provide the right type of homes...' (para 2.24) is welcomed and must be addressed.

The need for 'sustainable forms of transport, including walking and cycling' would be assisted if it was ensured that accessibility routes were suitably and effectively linked across neighbourhoods and to prime destinations.
The listed strategic objectives should include ensuring the protection of natural and historic assets.

Because Colchester has regularly exceeded planned housebuilding targets CNHS believes the focus should change from consistently striving for high housebuilding targets and fitting other considerations around this, to focus only on housebuilding at levels the Borough's natural environment can tolerate.
