2.28 Countryside and heritage assets "will be protected and enhanced". That means that the integrity of existing villages and settlements should be preserved. Is this the intention?
What is meant by people who will take "an active role in managing the garden community" - is this more than a parish council?
Residents are to live in "high quality, innovatively designed, contemporary homes". By implication this is better than what has gone on to date. Is this correct? Or do we think the eg Tollgate development satisfies the criteria?

This description of Garden Communities warms my heart! The difficulty is that residents see no evidence of these qualities in previous developments in Colchester, and find it hard to trust the Council to deliver this.

We support the vision for North Essex and in particular that new garden communities are at the heart of the strategic vision. This is in line with Government Guidance, particularly paragraph 52 of the NPPF which sets out that the supply of new homes can sometimes be best achieved through planning for larger scale development, such as towns that follow the principles of Garden Cities.
Please see attached representations for full details.

Since the Local Plan was formulated, the Referendum has changed Britain's direction away from Europe. The Treasury, British Chambers of Commerce and many other expert commentators have all downgraded forecasts of Britain's growth in GDP. Clearly the Local Plan will have been based on earlier, more optimistic assumptions that should now be downgraded, with a reduction in population, housing and economic growth.

The University of Essex welcomes the collaborative approach being taken by Colchester, Tendring and Braintree Councils towards the delivery of major infrastructure, housing and employment allocations across the North Essex area.
The University of Essex welcomes the collaborative approach being taken by Colchester, Tendring and Braintree Councils towards the delivery of major infrastructure, housing and employment allocations across the North Essex area. The principle of establishing and providing infrastructure before, or concurrent with, major housing and employment allocations is welcomed and represents a positive vision for the area.
The University is located within Colchester, and adjacent to the Tendring boundary, and it supports a more joined-up and cohesive approach to development, which serves and impacts upon the two local authority areas. The University considers that this approach will better help it achieve its own sustainable growth objectives, whilst also benefitting the staff and student cohort, many of whom live within the Colchester and Tendring areas.

The principal of garden communities is attractive and the outline of plans for a joint delivery vehicle to maintain close control of the development is certainly innovative and exciting in principle. Of course Wivenhoe residents, including myself are expressing grave concerns about the proximity of a large scale development, particularly initial pressure on infrastructure and services in Wivenhoe by new home dwellers. If we are support this GC model, we would need more detail and reassurance, especially regarding transport, schools and medical facilities. The A120 link MUST precede any housing development on the Eastern side of Colchester
