The modification MM7 features an alarming reduction of 20,506 square meters of office space and 36,454 square meters of industrial space.

Overall, this represents a reduction in employment allocation of 91%. This is truly extraordinary if the intention to produce “sustainable” neighbourhoods is to be taken remotely seriously.

To re-instated as much employment land as practically possible in Stanway, restore "mixed use" to Lakelands housing allocation.

I write with regards to the current consultation on main modifications to the Section 2 Local Plan on behalf of my client Marks Tey Limited.

Marks Tey Limited have land interest in the existing and proposed employment land at Old London Road, Marks Tey and are presently in the process of bringing this land forward for employment development (planning applications 211788 and 211878). My client did not submit original Regulation 19 representation on the plan as the commencement of their land interests at Marks Tey post date this consultation.

The current adopted Local Plan allocates land at Old London Road, Marks Tey for Employment purposes. My client is now seeking to bring this site forward for employment purposes, and I understand Council’s intention is to reinstate and retain this employment allocation. This includes the land between the existing former CF Anderson site and the Marks Tey Parish Council playing fields. This has been reflected in MM7 (Table SG3) which states the “Reinstatement of Employment Land at Marks Tey”. This is consistent with our previous correspondence and is strongly supported by my client.

The schedule of policies maps (PM15) however at present only refers to timber yard and the map on page 22 (SS11) appears to remain unchanged from the submission version of the policies map (CBC 1.3). I understand from recent correspondence with the Council that this is a mapping error given that MM7 states the employment land will be reinstated. The current adopted Local Plan of course allocates all the area up to the Marks Tey playing fields for employment purposes which is consistent with the red line for my clients planning application. We consider this error should be corrected and the policies map should be updated ahead of plan adoption.

In summary therefore, main modification MM7 (Table SG3) to “Reinstatement of Employment Land at Marks Tey” is strongly supported, however it is noted that this needs to be reflected on the policies map also.
