'Developer contributions sought' is nowhere near strong enough. It should be a legal requirement enforceable with fines relative to the profits made by the developer concerned. In my experience, developers will avoid anything that might affect the profits they can make from building houses, hence why many of them fight hard to reduce the percentage obligation for affordable homes.
