Confirm agreement for delivery of primary school and nursery ahead of planning consent. Ensure adoption by LA's of other developments in the Stanway area prior to occupancy. Masterplan between developers across Stanway and the wider area to ensure provision of west-east cycle highway and link to Colchester Orbital. Delivery of highway improvements such as a roundabout connecting Warren Lane and Maldon Road should be delivered prior to occupancy.

Before granting planning consent for Lane to the North of London Road and Land to the West of Lakelands, in addition the wintering bird surveys it should be confirmed and agreed break point of housing occupancy for delivery of new primary school and nursery. Break point should not be set artificially high and should additionally include a time limit too to ensure delivery of primary school and nursery provision as agreed.
Before granting planning consent for Lane to the North of London Road and Land to the West of Lakelands, occupancy should be subject to ongoing developments in the Stanway growth area to be fully adopted by local authorities and ensure signage and Traffic Regulation Orders are in place.
Development on land to the West of Lakelands should remain at the existing 150 new dwellings due to extensive growth without appropriate community and highway infrastructure in and around the Stanway area.
All new residential developments in Stanway should additionally be expected to provide a masterplan between developers to ensure adequate cycle and footway provision is delivered to connect people and places to encourage modal shift and sustainable transport options. Delivery of cycle highway infrastructure across the Stanway growth area must include improved provision for the west-east route connectivity to link with the Colchester Orbital.
Any permissions granted for development at this site must be on the condition the road network is capable to handle the increased volume of traffic flow without being over-capacity in testing models. Occupancy should be conditional on the delivery of a new roundabout connecting Warren Lane with Maldon Road in Stanway and improved walking and cycling routes.

O&H would question the need for such Wintering Bird Surveys in relation to land to the West of
Lakelands as the Site is unsuitable for wintering birds and thus would not result in the loss of
functionally linked land. The HRA should be revisited and the requirement for wintering bird surveys
in Draft Policy WC2 for the Site removed.
