I note that in the absence of proven infrastructure capacity, policy will prevent development from being commenced or permitted (4.59).There is no current Infrastructure Delivery Plan, so that capacity cannot be determined.
Amongst other things, there is no plans for new hospital capacity, but existing capacity is already over- stretched.
