Why treat a 5-bed 6 person HMO differently from 6-bed 6 person HMO?
Beware that increasing costs for landlords leads to higher rents and less choice for renters.
EV charging should not be a requirement where landlord pays for electricity.
Management and maintenance plans are liable to lead to trivial complaints and increase costs and rents. Awaab's law will deal with serious issues.

HMOs are difficult for the ICB to obtain health mitigation on a scale that is sufficient to meet the needs from growth. Due to HMOs being (in general) one occupation rooms the s106 funding is usually much lower than standard residential developments.

Please don't ignore the devastation this will cause. We can't cope
Mersea island cannot support any further building, we have no doctors, dentist, secondary schools, regular bus or any trains. Sewage is struggling, omotting directly onto oysterbeds. Water pressure is dropping significantly. Environmental and health disaster waiting to happen. In fact, what we do have is flooded roads, pot holes, coastal erosion and an array of rare birds, red squirrels insects and snakes. This island has many documentarys regarding its unique wildlife, bird migration. Mersea island is water stressed and expected to get worse due to climate change, population growth and the need to restore, protect and enhance the natural environment. Mersea is a high flood risk from the sea and rivers and only one small road off the island. In addition to this, Essex water quality is below the national average as a result of storm overflows discharging sewage into the water supply; pollution from fertilisers and traffic
Do not ignore what you are destroying. The strood cuts us off from the rest of the country, we have thousands more living in caravans most of the year who are not registered.

It is acknowledged that some councils have introduced new regulations for HMOs due to
longstanding public concerns regarding crime and antisocial behaviour. The DOCO
recognises the importance of providing diverse housing options to meet the needs of all
residents. To ensure HMOs are designed to be safe and secure, it is strongly advised that
developers engage with the DOCO at the earliest stage of all future applications.

Many Local Planning Authorities within and outside of London have policies or supplementary planning guidance relating to large-scale shared living or co-living. Some LPAs have sought to include or make allowances for such developments within existing housing policies (which subsequently cross reference other policies of relevance such as affordable housing and design standards), whilst others have brought forward standalone co-living policies that, in isolation, details the requirements such co-living accommodation should meet in terms of accessible location, internal size standards, and parking for example.
We set out suggested wording for a dedicated large-scale shared living policy.
