Representations are being made with a view to supporting economic growth through the merits of High-Quality style Conservation with the hope of encouraging wider constructive and restorative support through positive and constructive working. It is submitted that TVA should play a key part in any and all policy moving forwards on the grounds of conferring practical benefits be these periodic maintenance, their perceived support from the public, their invaluable contribution to achieving Climate Crisis Targets set local, nationally and internationally alongside their overall cost-effectiveness to key stakeholders alike in terms of Planning and sourcing of raw materials.

Providing aspirational, but flexible Development Management policies is advocated by Bloor Homes in order to deliver unique and optimum design solutions. The proposed requirements for each dwelling size should be described as ‘approximately’ XX m2. This minor wording amendment will allow for flexibility in the design approach depending on the individual constraints and opportunities which face a development site. Furthermore, it may be that the more optimum approach would be to provide a smaller garden which did not fully meet the desired standard but instead was of a more beneficial layout and shape.

Draft Policy PC8 provides a prescriptive minimum private amenity space standard for residential developments to achieve. Bloor Homes acknowledge the importance of providing high quality private amenity space for all new homes.

The proposed requirements for each dwelling size should be described as ‘approximately’ XX m2. This minor wording amendment will allow for flexibility in the design approach depending on the individual constraints and opportunities which face a development site. We are however concerned that in a similar way to other policies in the consultation
document the range of site-specific requirements is extensive and when considered
alongside policies such as density, parking, open space, canopy cover and drainage
requirements the demand on each site are extensive.
The Council needs to be clear as to which elements are fixed and which requirements are
flexible in order to ensure that proposals can make efficient use of land over the plan period.

The range of site-specific allocation policies detail the approximate quantum of development
expected on a site. When this is considered against the policy requirements relating to
canopy cover, density development, parking, open space and drainage the Council will need
to be confident that proposals are capable of making efficient use of land in accordance with
the NPPF.

Hopkins Homes are pleased to see that the Council has identified the land north of
Colchester Road as a site-specific allocation and included Policy PP43 within the Preferred
Options consultation draft.
We agree with the Council that the site is a suitable location for future residential
development and can be delivered within the plan period to make a significant contribution to
housing delivery and meeting the housing needs of Colchester.
