New developments must provide separate foul and stormwater drainage networks and ensure surface water attenuation and discharge per the drainage hierarchy. Anglian Water requests inclusion of a clause stating: “Development must not discharge surface water to the foul water network” and policy wording in NZ3 to safeguard access to existing sewerage infrastructure.

focus being Colchester and the larger towns.
We have raised some policy matters relating to consistency between policies addressing surface
water flood risk, water supply, and wastewater, and how these matters are attributed to site
allocation policies.

Anglian Water notes that Pattens Yard, while adjacent to West Bergholt WRC catchment, currently has no gravity sewers or surface water sewer network serving the site. Wastewater treatment and surface water run-off are expected to be managed on-site in line with Local Plan policies and any Environment Agency discharge permits. Existing Anglian Water assets, including a water main and rising main, are within the site boundary. Anglian Water requests inclusion of policy wording—or supporting text—in Policy NZ3 to safeguard access for maintenance of these assets, ensuring infrastructure protection and compliance with asset encroachment requirements during future development proposals.

These criteria should mirror other Local Plan policies for consistency and reflect dynamic WRC capacity. New developments must provide separate foul and stormwater drainage networks and include a clause stating: “Development must not discharge surface water to the foul water network.” While WCS indicates dry weather flow headroom at Layer de la Haye WRC, developers should engage with Anglian Water to confirm a sustainable sewer connection. Existing water mains require safeguarding.

flood risk and pollution risks can be avoided through appropriate mitigation
to manage surface water run-off through SuDS, improving water efficiency,
and ensuring there is wastewater treatment capacity through phasing
requirements where necessary. See comments relating to Fingringhoe WRC
set out under Policy PP25.
We request the following clause is included in the policies: Development
must not discharge surface water to the foul water network.
