CC1 is being used to make the general point that levels of proposed development at West Bergholt, Great Horkesley, Boxted and Langham together with the unfinished Chesterwell development and the upcoming Northern Gateway sites in Myland will collectively bring significant increases in traffic volumes passing through Myland and encountering the bottlenecks at North Station and associated roundabouts. MCC would welcome a thorough, preferably independent, examination and forecast of projected traffic volumes through Myland and Braiswick for the Local Plan period.

Policy PP5: Land at Chesterwell, Colchester

This site would attach itself to the Chesterwell development and should not currently classified as part of it. Chesterwell is capped at 1,600 dwellings. PP5 would bring jeopardy to part of the Chesterwell Green infrastructure Strategy and add further traffic movement problems whichever access point was chosen. This site is believed to be part of Colchester Golf Club. In addition to the concerns expressed above it's development would mean unnecessary and inappropriate green land infill.

Policy PP6: Land at Colchester North Station Mixed Used

The site as marked on the call for sites map as Site 10082 covering a busy and pleasant walk/cycle route from New Braiswick Park to North Station and beyond, recently enhanced hedgerow and tree planting and most concerning, the Station car park itself. This is unnecessary infill creating serious parking issues elsewhere and bringing greater traffic volumes immediately onto North Station Roundabout. This is believed to be a speculative proposal not sourced by the landowners. Should there be some background proposals for fundamental redevelopment affecting North Station and its surrounds, MCC as a key local stakeholder should be made aware.

This was previously part of a coordinated 3 site development to enable shared infrastructure, access, drainage and landscape design. This plan failed after permission was given for the Abhora Homes development with increased dwelling numbers to go ahead in isolation. PP4 no longer protects Braiswicks street scenes , would cause unjustified harm to the landscape, biodiversity and historic environment and would be difficult to develop.

The dismissal facts remain that development would not blend with the nature and appearance of the local area having developed into an interesting biodiversity site. MCC adds that Bakers Lane is considered unsuitable for associated traffic levels and Bergholt Road is a traffic bottle neck with potential air quality issues.

A problem exists with BNG in that it can be misused if there is not a full survey of existing biodiversity and clear evidence that biodiversity loss can be effectively replaced on that site or a locally available one. Species may depend on specific habitats and replacement habitat may not be immediate or available in close proximity, consequently the species will be lost. Sensitive sites should be subject to comprehensive twelve month (at least), independent ecological examination followed by an effective species protection plan.
