Policy ST7 should ensure that necessary road improvements and public transport enhancements are fully funded and delivered before a development commences. Also, that here is clear commitment and funding mechanisms to avoid increased congestion on rural roads outside of the City Council’s boundary used as “rat runs” to avoid congestion.
The plan should also include a requirement for community facilities to be in place before before any development is agreed.

Robust cross-boundary impact assessments (including traffic, air quality, and infrastructure) must be completed. Clear involvement of adjoining parishes in monitoring and mitigation, and safeguards to maintain visual separation between settlements and prevent boundary-edge development.
We are concerned that some policies and allocations within the City Council’s boundary could have significant cross boundary impacts on traffic, infrastructure pressures, service delivery, and landscape character in adjacent parishes. The designation of growth areas and strategic sites near the Parish Council’s boundary (e.g. Tiptree) must include robust impact assessments on adjoining parishes outside of the City Council’s boundary. Including traffic modelling, air quality, and community infrastructure needs. The plan should ensure clarity on how adjoining parishes will be involved in monitoring and mitigation where developments lead to pressures outside of the City Council’s boundary. The plan should also require a clear visual separation between settlements, preventing development from extending to the City Council’s boundary.
