Colchester City Council Preferred Options Local Plan Regulation 18 Consultation 2025
Policy PP9: North-East Colchester
Representation ID: 13905
Received: 14/01/2026

Overall, the draft Allocation is written in such a way that it assumes comprehensive development of the
wider site will come forward in tandem via a coordinated approach. As noted, TW are eager to
collaborate with other interested parties, however to optimise expedient delivery, the Allocation must
be appropriately worded so as to reflect different ownership interests and timescales, and ensure that
development is not prejudiced by the delivery (or lack of) of other land parcels within the Allocation
area.

Policy ST7: Infrastructure Delivery and Impact Mitigation
Representation ID: 14005

Draft Policy ST7 requires developments to deliver infrastructure and mitigation measures, assuming viability at adoption based on Council-provided information. However, these assumptions appear to apply across the entire allocation rather than individual land parcels, which may come forward separately and vary in viability depending on scale and type of development. Policy wording should reflect this reality by ensuring obligations are proportionate and tailored to each parcel’s characteristics. This approach would provide clarity and flexibility, supporting deliverability while maintaining infrastructure objectives. Clear guidance on exceptions and proportionality is essential for effective implementation of Policy ST7..
