These representations promote and request that the site - Riverside Office Centre, North Station Road comprising of three partially vacant office buildings known as Century House, Digby House and Fairfax House remains allocated for development, we have drafted policy text, which is based on the wording of the other site allocations in the draft Local Plan for consideration as the Council continue to develop the draft Local Plan. The site comprises of brownfield land, which is sustainably located, and can deliver significant regeneration benefits including contributing towards housing delivery and economic growth in Colchester and the immediate area.

Many Local Planning Authorities within and outside of London have policies or supplementary planning guidance relating to large-scale shared living or co-living. Some LPAs have sought to include or make allowances for such developments within existing housing policies (which subsequently cross reference other policies of relevance such as affordable housing and design standards), whilst others have brought forward standalone co-living policies that, in isolation, details the requirements such co-living accommodation should meet in terms of accessible location, internal size standards, and parking for example.
We set out suggested wording for a dedicated large-scale shared living policy.

We consider that there is an absence in the draft Local Plan of a policy for Build to Rent housing, and similar to co-living, in accordance with Paragraph 16 of the NPPF, there should be a policy in the Plan to ensure it is clear how a decision maker considers the proposals. Policy wording is suggested.
