For “11 Manage and Reduce Flood Risk” include “Will promote the use of SuDS”....... and encourage developers to look for ways to re-use rainwater where possible.”
Recommend strengthening effectiveness of policy ST1 and PC1 by adding indicators linked to % of applications submitting HIA, number of new hot food takeaways granted. Full wording of indicators in attachment.
All developments should monitor movements using modal sensors at basic level. Major sites must include travel plan with comprehensive monitoring and reporting. Above points may bet better incorporated in Place and Connectivity chapter. See attachment for detailed wording.

Policy LC1: Landscape

ECC welcomes the inclusion of Policy LC1 and its strong emphasis on safeguarding and enhancing landscape character. To strengthen delivery, it is recommended that the policy promotes a landscape-led approach, ensuring that development integrates landscape and Green Infrastructure features, where possible from the outset as a core design principle rather than an add-on. This approach will ensure that proposals not only respect existing landscape character but also create opportunities for habitat creation, connectivity, and sustainable drainage within the wider green network.

2. Vision and approach to Local Plan

2.2. ECC in its role as lead advisor on Public Health support that health and wellbeing outcomes are considered as an overarching theme and strategic objective for the Local Plan, embedded throughout policies
2.4 Environment Act 2021 requires LPAs to have “regard to” Local Nature Recovery Strategies (LNRS) when creating local plans and making planning decisions. This should be reflected in Pre-Submission Plan and amended accordingly.
2.19 Welcome incorporation of green infrastructure through green networks and waterways. Particularly support focus on open spaces and BNG, wildlife corridors and integrating green networks with active travel and public transport routes.
