Anglian Water supports the policy requiring all qualifying development to achieve at least the statutory 10% Biodiversity Net Gain (BNG). While additional BNG is encouraged, we believe the statutory requirement should apply to essential infrastructure projects, as achieving BNG onsite is often unfeasible where Anglian Water is not the landowner or for linear schemes crossing multiple ownerships. Even where we own land, operational needs and future upgrades limit scope for onsite BNG. Our AMP8 infrastructure upgrades and WINEP schemes already deliver significant biodiversity benefits, supporting sustainable growth and aligning with the Government’s 25-Year Environment Plan and wider nature recovery goals.

water flood risk, water supply, and wastewater, and how these matters are attributed to site
allocation policies.

Policy EN5: New and Existing Trees

Anglian Water supports the policy promoting tree planting in new developments, including regeneration schemes, as it enhances green infrastructure and reduces surface water runoff. However, the policy should also reference underground utilities such as water mains and sewers to avoid conflicts. Tree planting must consider root space requirements and prevent damage to underground assets, including avoiding planting directly over sewers unless protective measures are used. Guidance such as Trees in Hard Landscapes: A Guide for Delivery should inform design. Anglian Water can provide advice to developers on tree placement and utility design to ensure compatibility and long-term sustainability.

Policy EN8: Flood Risk and Sustainable Drainage Systems (SuDS)

Anglian Water supports the policy requiring new development to manage flood risk and surface water through SuDS, prioritizing measures that deliver biodiversity, water efficiency, and improved water quality. We welcome references to greywater and rainwater reuse but recommend removing green roofs and water butts from the policy, as they offer limited runoff reduction compared to integrated reuse systems. We request inclusion of Anglian Water’s Surface Water Risk Management Guidance and clear prohibition of new surface water connections to foul or combined sewers. Existing brownfield connections should provide betterment. Developers must fund necessary upgrades before connecting to surface water networks.

Policy EN9: Pollution and Contaminated Land

Broaden to include other
impacts on local amenity such as odour and introducing an 'agent of change'
to an area. Development proposals for sensitive uses, including residential
development, near our water recycling centres or pumping stations, must not
put at risk the operation of our existing infrastructure, and that the Agent of
Change Principle will apply.
Our assets such as water recycling centres and pumping stations can be a
source of odour and noise that may impact on sensitive receptors such as
residential developments - we have developed guidance on encroachment
buffers which can be found on our website.

LGS for Middlewick Ranges and a water main within the Mount Bures Village
Green. However, we do not consider that the Local Green Space (LGS)
designation will have an impact regarding the maintenance and repair of our
underground assets.

3.c. It might be helpful for the supporting text to explain where the EUI limits
would not be applicable as some non-residential buildings will not be
suitable if not built or designed for in whole or in part for human occupation
e.g. operational buildings to support utilities infrastructure. We would
question in circumstances where Approved Document Part L is not applicable to the building, then it is likely that that EUI limits for certain types of nonresidential buildings will be unsuitable.

Anglian Water supports the policy promoting renewable energy schemes, which are vital to achieving its goal of becoming a net zero carbon business by 2030. Renewable energy enhances energy security and resilience for critical infrastructure. Anglian Water uses land near operational sites for solar arrays and is trialling battery storage to store excess solar energy for later use, reducing reliance on grid power. Ecological surveys ensure solar installations coexist with nature throughout their lifespan. These initiatives demonstrate Anglian Water’s commitment to sustainability, carbon reduction, and integrated solutions that balance environmental protection with operational efficiency.
