As for PP1, Anglian Water supports the policy criteria d, e, and f - to ensure
that both flood risk and pollution risks can be avoided through appropriate
mitigation and phasing to manage surface water run-off through SuDS,
improving water efficiency, and ensuring there is wastewater treatment
capacity.
For greenfield sites (or sites with no existing surface water connection), no
new surface water connections to the combined sewer will be accepted.
New developments must provide adequate drainage for both foul and
stormwater in separate networks.

However, the policy lacks a criterion for attenuated surface water discharge, which may be an oversight. For greenfield sites or those without existing surface water connections, no new connections to combined sewers will be permitted; separate foul and stormwater drainage networks are required. Existing developments already have separate systems. Anglian Water also requests inclusion of wording—or supporting text—within Policy NZ3 to safeguard access for maintenance of existing sewerage infrastructure and protect assets within site boundaries.

Strategic sites should attenuate and discharge surface water per the drainage hierarchy, with reuse considered. Anglian Water requests wording in Policy NZ3 to safeguard access to existing water supply assets. They welcome the requirement for a comprehensive masterplan developed collaboratively.
