Colchester City Council Preferred Options Local Plan Regulation 18 Consultation 2025

Policy PC2: Active and Sustainable Travel

Representation ID: 13144

Received: 13/01/2026

Respondent: Colchester Cycle Campaign

Representation Summary:

Officer summary: CYCLE ROUTES The Plan should safeguard future cycling and walking infrastructure through strong coordination with the city, ECC and Active Travel England. Cycle routes need upgrading, and low‑traffic neighbourhoods or one‑way schemes should be used to create safer cycling space. Land acquisition must be planned long‑term, including potential house purchases, to enable improvements. Public transport, cycling and walking should reduce daily car dependence, supported by rapid transit extensions and road widening where unavoidable. School planning must prioritise safe access and road‑danger reduction, including area‑wide 20mph. Developments should include car hire/bike facilities, while rural routes and greenways need expansion.

Policy PP37: Land north of Park Lane, Langham

Representation ID: 14351

Received: 13/01/2026

Respondent: Colchester Cycle Campaign

Representation Summary:

We would like to see this footpath (see map attached) earmarked for a full cycleway to link Langham Lane with the path into the Northern Gateway.

Should Langham Lane be made subject to a “residents only” filter as part of the proposed housing development, then this short section of path could provide a safe way to join the Northern Gateway path network.

Realistically this section of Severalls Lane is likely to remain busy with cars.

Policy PC6: Design and Amenity

Representation ID: 14355

Received: 13/01/2026

Respondent: Colchester Cycle Campaign

Representation Summary:

Officer Summary: CYCLE PARKING Domestic cycle parking guidance needs updating, as sheds and garages have proved ineffective: sheds are often poor quality and garages are frequently inaccessible due to parked cars. Cycle parking should be more convenient than car parking to encourage daily use. Secure, covered parking—ideally with power for e‑bikes—should be located at the front or side of homes, using private bikeports, on‑street hangars or shared covered racks. Garages are rarely used for cars and could be replaced with dedicated bike storage. Parking must accommodate tricycles, cargo bikes and adapted cycles, and apartments should provide internal ground‑floor bike parking.

Policy PP18: Land North of A120, Marks Tey Growth Area

Representation ID: 14359

Received: 13/01/2026

Respondent: Colchester Cycle Campaign

Representation Summary:

Officer summary: MARKS TEY Plans for a continuous walking and cycling bridge spanning both the A12 and A120—from old London Road to Marks Tey station, were proposed during the A12 project and are backed by Marks Tey Parish Council. Such a bridge should be required for any major development. The village lies on the future Colchester–Marks Tey cycle route, so active‑travel links must be prioritised. Old London Road should become 20mph with signage to the Dobbies Lane bridge. Any expansion of the Coggeshall Road business park or Poplar Garden Centre must include improved pedestrian and cycle access.

Colchester Mile End & Highwoods
Motor traffic filtering is needed on Mile End Road/Nayland Road to prevent drivers rat-running; The route across High Woods from Turner Road to Brinkley Grove Road need to be upgraded to allow all-year use.; Foot/cycleways should be added on the north of Mill Road adjacent to the former rugby field.

Any development on the station car park site should include a remodelling of the station plaza to move all private motor traffic parking and taxis to the west of the north-side station building.
There should be improvements to roundabouts at the North Station entrance to provide improved access to/from North Station from all directions. Access to the foot/cycle bridge from the east is problematic: could this be straightened?
The station site is currently a cut-through for children going to North School and St Helena from the Tufnell Way estate. It needs to be made far safer and more attractive.

Colchester Parsons Heath and East Gates
The Harwich Road and Ipswich Road/Avenue of Remembrance roundabouts need to be redeveloped to encourage north-south cycling (as rebuilt in the 2010s, these form a virtually impenetrable barrier).
Improvements need to be made to the east-west route beside A133 from New Elmstead to London Road roundabout in Lexden.

Colchester Wivenhoe St Andrews (includes Greenstead)
Improvements to east-west route beside A133 from New Elmstead to London Road roundabout in Lexden. Better cycle connections from Greenstead to St Andrew’s Avenue and Greenstead Road.

Colchester Maypole (includes Berechurch)
See our observations on reducing the attractiveness of some roads for motor vehicle drivers and stopping rat runs.

Colchester Drury (includes Lexden)
Improvements to east-west route beside A133 from New Elmstead to London Road roundabout in Lexden. This could include a southside cycle route along Cymbeline Way to improve access to Glen Avenue and remove conflicts at the Spring Lane roundabout.

Consideration should be given to making Church Lane one-way for cars. This would allow the provision of a dedicated cycleway and footway.

Spring Lane/Bakers Lane: See our observations on reducing the attractiveness of country lanes for motor vehicle drivers and stopping rat runs.

Stanway and Pyefleet (mainly for Stanway)
Colchester Zoo needs improvements for people accessing the attraction by bus, cycle and foot. While a cycle route across the fields to the south is feasible, a fully segregated cycleway alongside Maldon Road from Shrub End to Heckfordbridge would be best.
A review of cycle and foot access to Stane Park and Tollgate retail park is needed. This could be done by way of supplementary planning guidance but needs to be within the planning system. There have been several issues with accessing Sainsbury’s from the Essex Yeomanry Way crossing.
Consideration needs to be given for improvements to the Tollgate roundabout to take cyclists from the Lucy Lane estate (and underpass from Eight Ash Green) into Tollgate.
Consideration needs to be given to how to improve cycle and foot access across the Lexden Road “barrier” to the Winstree Road schools with the aim of reducing the number of motorists making the school run..
